PIDC (on behalf of Philadelphia Authority for Industrial Development) has been awarded $231,000 through the PA Department of Community and Economic Development (DCED) Multimodal Transportation Fund (MTF) for enhancements at the Navy Yard.
The grant will support design and engineering for the South Broad Street Multimodal Improvement Project. The project’s goal is to redesign the entrance, make roadway and streetscape improvements, and adjust signalization along South Broad Street in the Navy Yard. This will enhance connectivity and accessibility along the corridor for vehicles, cyclists, and pedestrians, as well as provide a welcoming entrance to the Navy Yard. The project aligns with the Navy Yard Plan’s guiding principles “connected & multimodal” and “inclusive and welcoming.”
What is Multimodality?
Multimodality is the integration and accommodation of multiple modes of transportation within a given urban space. These modes typically include:
- Walking
- Cycling
- Public transit
- Private vehicles
- Micromobility (e-scooters, shared bikes)
Making the Navy Yard more multimodal improves accessibility for everyone and provides more safe and convenient options for moving around campus, helping to reduce traffic congestion.
A Growing Campus
The Navy Yard is growing as a popular location for public events and recreation, with over 150 annual events and more than 130,000 visitors every year. The addition of mixed-income, multifamily residential units will also soon transform the Navy Yard from a 9-to-5 business campus to a 24/7 Philadelphia neighborhood for all to enjoy. Safe, highly accessible multimodal connection that spans this entire thoroughfare will be essential.
“Ensuring that residents and visitors have safe and reliable ways to get to their workplaces or to shop on our main streets is key to Pennsylvania’s economic growth,” said PA DCED Secretary Siger.
The MTF grant will connect multimodal infrastructure along South Broad Street including the newly reconstructed Quay Wall and the FDR shared sidepath. Broad Street is an iconic thoroughfare, spanning the entirety of the City of Philadelphia – where its southernmost terminus at the Navy Yard ends at Pier 1, which sits atop the Delaware River. Pier 1 will soon feature a public park in summer 2025.
The Multimodal Transportation Fund (MTF)
MTF provides grants to encourage economic development and ensure that a safe and reliable system of transportation is available to the residents of the Commonwealth. Funds can be used for the development, rehabilitation, and enhancement of transportation assets to existing communities, streetscape, lighting, sidewalk enhancement, pedestrian safety, connectivity of transportation assets and transit-oriented development. The CFA approved 223 MTF projects totaling more than $87 million in grants.
The Navy Yard expects to release the RFP this summer. More RFP opportunities with PIDC can be found here.
